How to Exchange a foreign driving licence into Uganda Permit

If you are a foreigner who wants to drive in Uganda but have your native country’s driver’s license, you can convert or exchange your license for a Ugandan and drive freely on Uganda roads. But of course, you must fulfil all requirements as shown below in order to submit your application to UDLS.

Requirements to convert your non-Ugandan driver licence

All foreign conversion applicants should have received their driving licence at the minimum required 18 years of age as set out by Ugandan law.

If you were issued your licence before you made 18 years, you can continue to drive in Uganda without exchanging it for 6 months after arriving in the country. After 6 months, you may apply for a new Ugandan licence to keep driving.

The mandatory documents you will need for this process:

  1. Valid original driving licence from country of issuance
  2. Valid original passport/Ugandan national ID
  3. Valid original national ID for Kenyan and Rwandan nationals
  4. Valid visa. Acceptable visas are: student and diplomatic visas, residence and work permit, and dependant pass. Tourist visas are no longer acceptable to convert a foreign driving licence.
  5. Proof of payment (payment registration number); how to generate a payment registration slip
  6. If your licence is not in English, translation from the corresponding embassy or the Makerere School of Languages, or any other recognised entity for non-English driving licences
  7. Fully filled-out driving licence application/medical form
  8. Proof of legal stay in the foreign driving licence issuing country at the time of acquiring the driving licence
    i. Nationals (passport or national ID)
    ii. Foreigners (work permits, visas, resident permits, any other proof of legal stay in that country)
